Necessary Steps to Protect Pre-Primary School Children from Sexual Abuse

Daycare centers, Anganwadis, nurseries, and pre-primary schools currently do not fall under the purview of the Right to Education (RTE) Act, which mandates free and compulsory education only for children aged 6 to 14 years. However, younger children are more vulnerable to sexual abuse, making it crucial to implement protective measures.

Directives to Authorities

In response to demands for enhanced safety measures, the State Commission for Protection of Child Rights (SCPCR) has issued directives to the Education Commissioner, Director of Maharashtra State Council of Educational Research and Training (MSCERT), and Director of Primary Education.

Rohit Dandwate, President of the Global Parents Teachers Association, had written to the Chief Minister, Home Minister, and SCPCR, highlighting the lack of regulations for children under five years of age studying in daycare centres and pre-primary schools. He urged authorities to take necessary steps to prevent sexual abuse in such institutions.

The association has put forth several demands, including mandatory CCTV installation in areas where children study and play, allowing parents direct access to the footage. It also suggested that all staff members undergo annual health and background checks, and that more female teachers and caregivers be employed. Additionally, the association emphasized the need to curb arbitrary fee collection.

SCPCR Chairperson Sushiben Shah has instructed the concerned officials to submit a report on the steps taken in this regard.
